He can even move the blade so fast, one cut would really be three. Things like that I don't understand. To do three cuts, you need to swing three separate times unless it's a shikai ability/sword property. It would also be like you block the strike, but then two cuts strike deep into your chest without even seeing anything, even though you blocked the sword. You were fine up until that sentence.

Intelligence isn't really determined by tier...just letting you know...

Immunity to poisons: With the type of logic used on this one, it makes it seem like he's had a taste of every poison there is. Which just isn't the case. With that logic, I can see a poison only effecting you for half as long as normal. Like with a 3 post lasting poison, it'll only effect you for one and a half posts.

Psionic Blast: Upon relooking, levels one through three I don't mind being bala speed, but the speed on the rest of them should probably be lowered, especially Levels seven through nine. A Hado 90 moving at 10 times the speed of a cero is a little OP...

Psionic Barrier V2: I'm confused here...so let's see if I get this right. If you touch it, it will burn you and do a very mild explostion. If you hit it, 40% of the force gets transferred to your muscles, thus increasing your strength. And it lasts until you power down. Though it isn't included in Toukai or what? It contradicts itself there. Or do you mean that the Toukai boost does not effect that and it is really just toukai boost + the 40% force absorbed? Either way, I must have a larger cooldown on this one...probably a four post just because of the extra stuff it does.

I don't like cooldowns being cut down by anything. They can stay the same or increase if need be, but not be cut down.

High Speed Regeneration: To what extent? I only ask because various arrancar have varying degrees of it.

Tempest run: Just clarifying, those afterimage "clones" don't do damage?

Psionic Clear Defense: I would think, depending on the size of the attack, that he would still suffer some damage. I mean, if Rui fires his Lightning Cero in Segunda, it will be hard as hell to deflect considering how large it is.

Psionic Barrier V3: Seeing as this one can trap a person, I would like one extra post on it, especially since you can manipulate it.

All that's left is finishing the background and doing the kido. I'm inclined to give it a 1-2. Upon completion of changes/app. completion.

Toukai +40% xD yea

High speed regen. is just average amount arrancars.

Tempest run does no damage except for himself, they aren't actually clones

for clear defence, with the power of it, he would have to fend off the power, he just wouldnt be effected by the lightning itself, it would probably crush his arms however and even push through to his chest.

Still pretty iffy on the Level 7 through 9 (especially level 9) on the speed even at the Toukai level of power. But this has it's first approval. Second person, watch for the kido.
