The Second Fou Empire (Jun and other leaders only)

Fou-lu had awakened four days ago and decided that since he was so near the modern day version of his old homeland, or he thinks so anyways, that he was going to take charge of it and return it to the Fou Empire. The Second Fou Empire.

That was two months ago.

He hadn't even killed anyone so far which surprised him slightly. When he arrived they were extremely resistant to his claims and desires for the country.. but after showing not only his great commanding ability as a leader and convincing them of ways to strengthen the country to not be a lesser one to those of the west which were not only accurate and true but highly effective and not very costly...

They had made him the new leader of China in a matter of days after he managed to et their initial approval.

He had already usurped all other power within the infrastructure of the governmental properties of the Country and was for all intensive purposes the only one in charge and in command of everything now. For all intensive purposes he had basically gained the top ranked controlling position within the Communist party that actually ruled China.

He was literally their emperor with all but the actual title in place. Which he didn't worry about for now. He immediately set in place defensive contracts and building projects to make the country safer from spiritual and physical threats that were growing in today's world. He fixed the countries poverty levels with new means of control and influx that basically kept people from starving and not having homes.

He even managed to raise the amount of people who worked without resorting to the most basic communist standards of no work is no food and no clothing and no house and no anything.

In all aspects he had transformed the country of China into something more similar to England in that he was King and the country was now going to flourish from where it was before he started the changes. The flourishing would take time however.. as he had merely put forth the plans and the laws.. It wouldn't be completed instantly naturally.

But the people had loved the "radical" change after having seemingly been under constant strain for nearly the last century. They embraced the new idea of Fou-lu and the Fou Empire.

Within mere weeks he would be the official Emperor of China and the plans he put forth so drastically and en masse would be completed. Making China as defendable as America. As prosperous as the British Empire, and as Loyal as possible to Fou-lu and his seemingly "Divine" intervention of the country.

But now something more pressing needed to be addressed. As the new man in charge Fou-lu needed to revisit the dealings of the Coalition within his country. So he ordered someone to call them and ask for a representative or the man in charge himself if possible come to meet with Fou-lu and discuss the important matters of the Coalition being allowed/disallowed within China depending on what is talked about.

He would have done so himself.. and he probably should have. But he didn't yet know how to use a phone. He had only been awake from a little less than three months.. he was a quick enough learner to keep up with paper work and such but the Technology was still a bit complicated to the out of time Ruler.

Kai had been keeping watch over what was happening in China. Hell, he kept track of what was happening in most of the major countries anyways. According to data, Fou-lu was an advent human. About the same level as Jun. But as a leader...if the man was an example of how a good dictator should be. Not the raging crazies the world has had in the past. It was actually rather impressive. But it seemed the new Emperor wanted to meet with him or a representative. Luckily things have gone well recently, so with NYC being safe for the moment, he decided to see what the man wanted.

His car was escorted into the building's premises. He and his four personal guard walked with an escort leading directly towards the dictator's office. Kai didn't have to wait long to be allowed in. Though his guards waited outside. "Greetings. I'm Kai Allard-Laio, CEO and head of the Coalition. I assume you asked for this meeting to discuss our role here in China when it comes to spiritual threats and rogue advent humans and the Serion." This was something he decided to do personally. People often responded better that way, whether the news was good or bad.

"Ah..yes.. you may sit" Fou-lu seemed to be stamping paper work and signing other things but once Kai entered and introduced himself he stopped and pushed the pile to the side for the moment while motioning for the man to take said seat. He didn't look tired, but the young white haired man did seem rather relieved to have a small break from the tedious work that should be beneath him.. and it will be soon just not yet..

"We have been learning much since our awakening.. We have also been very busy as I know you are aware. However the failures of the past are being undone, slowly of course, but undone nonetheless." He started with as he shuffled through the mass of paperwork organized on his desk and pulled out a "contract" / "treaty" looking document from it, "We do not condone the United States having such a force that could easily be turned into a secondary military army.. but as we do not have any say in the matter we can only deal with your work within our land"

He placed the document down infront of Kai's side of the table before continuing, "The document won't have anything new on it in regards to what was previously done, barring one exception, you are only to assist in otherworldly matters. Even if on duty. Even if witnessing a crime. You hold no jurisdiction on human matters within the confines of China's borders. Doing so will not be tolerated and shall nullify China's acceptance of the Coalition's aid."

He sighed softly, "We would do away with the need for you in this great land entirely.. but our defense plans are not yet constructed and, though working towards it, the economy of our people has not yet recovered from nearly two centuries of stupidity.. It isn't that we think you should be condemned or anything but each country needs to rise to bear it's own problems instead of waiting for this.. Coalition.. to take action for them. It weakens them."

"Essentially this is a mere formality. Our personal feelings aside these are the terms. Our defenders will have been instructed, should this renewal pass your acceptance, to render any assistance to Coalition members.. If they are only dealing with otherworldly matters. "

"A few problems with that. First, we're more of a PMC than a second army for the US. They just host our main headquarters and allow us liberties in the defense of New York City, but have a strict policy of non-interference with their activities in other countries unless they deal with otherworldly matters or special advent humans. Which do fall under our jurisdiction, sometimes to the chagrin of the military. But hardly ever comes up. Should they try to bring us into their military, they won't be pleased with our actions and will find themselves stranded.

Of course, if it's a normal crime committed without the use of powers, even if it's an advent human simply not using them, we don't interfere except reporting it to the proper authorities. Though the second they do display powers, it becomes our case. What you just said would essentially lock us out of that part of our jurisdiction and part of the reason we were created in the first place. It also locks us out of assisting you against any Serion that may pop up should they continue hostilities.

If I'm wrong on those assessments, please correct me. The problem in thinking this issue is just their problem is that it isn't just their problem. You give a hollow an inch, they'll take a city. And from that, they'll spread. They're everyone's problem. We ease the burden of a country in defending itself against such threats, so that they can focus their resources elsewhere. Now, if you want to become completely independent from us in that regard, we'll gladly help and give training and the like. Including suggestions and equipment. But we will still request that high powered advent humans and otherworldly threats be maintained as our jurisdiction. My context for otherworldly strictly means spirituals, so if that's inaccurate, also correct me and ignore the Serion part."

He remained stoic throughout. This was an interesting turn of events. Particularly with the advent human part of that. Just recently a situation of an advent going berserk and required them to interfere happened in Tokyo. To defend China properly, Fou-lu would have to get stronger and have a second in command. Or else require a good chunk of assistance in preparing whatever special military and police forces to handle such things. Kai couldn't help but think Fou-lu was missing part of the picture about them. Or was observing something that shouldn't be happening anyways.

"The Serion are not of this world.. therefore remain under otherworldy threats.. the rest we can concede for the moment despite there being a "Trust" keeping your organization from going rogue and becoming said second military.. but regardless," Fou-lu commented when given the chance, "When we say without the "Need" it is intended to come across as, as of now, we do not have the ability for defense without the Coalition's assistance. I am in the middle of rectifying this so that the "Need" is removed and it is more of a "If you happen to be present." We apologize for the misunderstanding."

It was probably more than noticable that Fou-lu, despite having picked up modern english rather well. Still used the old "we" for "I" that he has used since the days of old when he was emperor of the first empire, it was also evident he had an older chinese accent then most seemed to nowadays but even then he was very fluent with english, "We merely imply that the possibility is there, not that it is a sure thing that will happen and should be pre-emptively dealt with. That would be....reckless of China to make such claims without any evidence."

"While we agree with your sentiment that it isn't just each countries problem.. the fact remains that more than half of those countries rely heavily on the Coalition's assistance with little to no means to defend against any meaningful threats. This weakens them as the Coalition, while currently being a shield for humanity, cannot be everyone at once en force to stop every attack."

He picked up a report about the Serion and began to skim through it, "While they are not technically spiritual entities since they are not of this world we do not feel comfortable taking them on while our defenses are under construction and our economy is still beginning to recover.. So even "if" the Coalition did not already aid in dealing with them we would have requested it anyways."

Kai noticed Fou-lu was doing more of a throw back to older Chinese. While fluent in English, Kai wondered if the other leader would be more comfortable in Chinese, and able to articulate what he meant better. But at least the misunderstandings were mostly cleared up. Kai nodded at the man, and switched to Chinese. "While recruitment currently is higher than expected or even has been, you're right, we can't be everywhere at once, particularly our stronger agents. We're developing something that should help with that, but it would be beneficial if police and special military branches were given training and proper equipment to at least deal with the most common of threats. Some have already sent in that warning and asked assistance in preparing that as they get their economy in a better state and budget it correctly. The USA's more major cities have been doing that since at least shortly before I took command. New York City's Police Department even earlier than that.

Just so I'm understanding correctly, that is the case here? You're just giving us forewarning that you eventually plan on being independent of us, but not right now. Though your human relations are your own problems? Excuse me if I sound skeptical of your police forces on that part, but it's been in our experience that most, even NYC's department, aren't well suited for advent humans, for the exception of specific individuals. Sometimes, they're just going berserk because they have no idea what happening to them or why. Something like that just happened not that long ago in Tokyo, where one of our younger agents stopped a berserking advent.

China isn't known for its...human rights laws. So their treatment, particularly if they're innocent or what I described earlier in Tokyo, is concerning. I realize you've been very busy, but has that been part of your reformation plans?"

And they were investigating that incident. From what they had discovered...well, Kai was going to have a strict word with Japan's Prime Minister. Dealing with fellow Advent Humans was a complicated matter. In addition to special jails for unlawful ones and special equipment and training to bring one into custody, there were those types of cases of simple loss of control and fear. Accidental deaths happen in those instances. While tragic, some of the demands were unreasonable. Still, so far Fou-lu has conducted himself well.

Fou-lu looked a bit surprised when natural chinese started hitting his ears since they had been speaking in english but he waved a hand a bit and continued the conversation after listening to what the man had to say in an older but still accurate Chinese dialog, "We said human because we mean regular humans. While advent humans have a different term they themselves are still human but with spiritual powers far exceeding the standard limitations of normal people... they do not fall under the same rules. At least not under my guidance and reach of authority.. which is expanding drastically daily.. Soon we will have the total authority that can finally re-unite China under a banner of freedom and patriotism instead of one of oppression and constant in-fighting."

"On that note we will eventually have the training and equipment we will need to deal with the matters ourselves to a certain extent.. but even then they will remain under the Coalition's agreed upon otherworldly jurisdiction and become their cases."

Kai nodded. That eased a lot of what he had concerns about. Now, one last thing. "The last thing I have is the punishment should an agent go against our policy. First offenders have to go through retraining, often get demoted, a small pay cut, and gets pulled from the country to elsewhere. Second offenders go through have to deal with my chief of research and development's gas, which causes phantom pains, itchy rashes, and diarrhea. Third time offenders gets fired and are subject entirely to the laws of the country. We do not help them. Knowing that, do you still wish to incur that statement in the contract?"

So far, he's had only a few first time offenders, but nothing major. He's never had to deal with second or third time offenders, but there was always that chance. He'd made it abundantly clear that violation of their policies were not to be taken lightly.

"Yes it shall.. Your people are within your jurisdiction and we care not how they are disciplined. This will not hamper your duties it will simply allow our country to take care of it's own mundane problems on it's own without interference from a foreign power. it's part of being an independant country."

Foul-lu seemed like he wasn't going to budge on the matter. Why should he? The country must be at least able to handle it's own citizens. The coalition could help if advent humans were involved, for now, but anything not including powers or exceptional circumstance would not be tolerated. China had a police force and a military like any other country for a reason.

"As long as you see nothing wrong with that we merely need your signature and our own so that the policy is set in stone." He pushed a button on his desk and muttered about the notary so that there was an official witness as per legal reasons, if Kai signed Fou-lu would too using chinese for his own name. Assuming that happened Fou-lu would sigh softly, "Tis harder than before to run a country in the modern times."

Whether or not Kai got the implication, questioned it, or not. Didn't matter to Fou-lu. Whats done was done.

Kai rose an eyebrow. None whatsoever? Bad move on his part. "So instead of letting us punish one person for going against our policy, you're going to punish an entire organization by kicking us out of your country, loss of funding and a potential recruiting ground. Thus leaving yourself open and exposed to danger. If that's your choice, I'll sign it, but keep what I just said in mind. Go at it alone too early and it'll cost you dearly. We only have a truce with the Serion...they don't have a truce with anyone else. We leave, they find out...good luck." The man signed it.

It was too bad. Depending on Fou-lu's response, he may just orchestrate what he meant. Granted, not with the Serion, but with mercenaries and a very strict guideline. Gaige Ashe just might be getting a contract from them soon...
