And what qualifies you to be a diplomat exactly? I have a son in the vizards org, would i not fit the role better. Or what about captain temida, he deals with intelligence, it would be a perfect chance for him to gather information while meeting with them. Thats assuming Aki doesn't go. " Jensen Took a moment to listen to Blake and the others then continued.
"Captain Von Droven is right, We need to have a vote, and get this out of the way, and move onto the next issue. " He said. "As for breaking traditions, Well we may need to adapt to survive. If throwing tradition asside to protect the innocent is necessary, I will." After that, Jensen addressed Aki directly. "Sir I was dealing with a hollow increase near bogata, so I couldn't come to your aid. I'm assuming the attacks were related because there was a stronger than normal hollow with the weaker ones. | Aki was getting annoyed. This was getting out of hand real quick. The man raised his hand and slammed it down before Riku could provide his own input. The table turned to pebbles. "THAT IS ENOUGH!" Aki glared at them all before continuing. "Next person to draw their sword will be dismissed, next person to go off of the agenda that has been set will be dismissed. If I have to repeat myself again to certain members ABOUT said agenda, you will be dismissed. Is that clear? Maintain discipline! We are captains and vice-captains, not a mob. If you have something more to add or a question, raise your hand to be called or stand up to be acknowledged. But we will not degenerate into a shouting match! Also, some of you seem to be hard of hearing. No, you hear, but you do not LISTEN. We will discuss ways to get us stronger, training regimens, whatever later in the meeting, in fact it is the last thing on the agenda. That will be the last time I will repeat that fact. Understood?" Even the former Captain-Commander Yamamoto's meetings were far better than this. Hopefully Aki's little speech stopped anything more.
"Obviously there are questions about my dealing with Central 46. I will go into more detail on that front after I address some of you." He first stared at Temida and others still not thinking that the matter with the vizards was done. "Obviously this will not be just a single meeting occurance. We will have to find out what else we can offer the Vizards during it and make proper arrangements. An envoy will schedule, which I will choose based on your actions here and in the next few days. But I will be the representative. However, I do want an advisor, which will have to be discussed much closer to the date of the meeting. The reason for the two alliances is to ease the pressure off of us so that we can concentrate on ourselves. We are at our weakest point since the time of our creation. But to strengthen ourselves again, we need to concentrate ON ourselves, and to do that we need pressure relieved. The best way to do that is with alliances. We do still need to gather more intel on the Coalition, which is why I will be assigning that task to either you, Temida, or Kaneko.
Some of you stated that the Vizards should be allowed back in. That is simply not going to happen. But likewise, that also means to me that you would be for an alliance. And the majority of you have stated that as well. But since that might not be the case it seems, let's do one revote and that will be the final vote. Simple yes or no, alliance with the vizards if their goals are similar to ours or their goals do not go against ours? I don't want reasons this time, just a simple yes or no or a maybe. Go." After a quick revote, Aki continued. "Good, that issue has been solved for the time being. Now moving on to the Coalition..." Aki took a sip of water that was mysteriously on his armrest. In fact, everyone's chair had a glass of water on the armrest by now.
"The humans were disorganized and not that strong. That has changed a lot. Now they are organized and are much stronger and have been doing a better job protecting their own than we have protecting them in recent years. All of their members are willing to die to save their own kind, just as we are willing to die to protect them. Their members are not drafted, but volunteers, and then trained. That is the only thing I can see how they're doing such a good job. That makes them no different than us. My experience in Karakura clearly showed that they are preparing for war. By the end of the battle, most of the city's citizens and infrastructure was still intact and alive because of barriers, safehouses. Where ever their HQ is, that city is sure to be a fortress city: Fully prepared to ward off any attack. Not every human is in the Coalition, but their members are warriors as well. Just as our own shinigami. Now, before we move on to a vote of whether or not to pursue an alliance with the Coalition, let me hit upon Central 46." Aki took another drink of water.
"They have never been consultants. Not even on strictly military matters in most cases. Even when it comes to your squad, Kaneko. If anything, it was the opposite. We were the consultants, and easily dismissed ones at that. They lost their purpose after Yamamoto retired. They were already losing it before then. The old traditions worked for a while, but now they simply are not helping and are in fact making it worse. Central 46 sped up that process. Our foundations are crumbling, and unless they are repaired or replaced, our house will fall on top of us before any of our enemies come barrelling down our throats. The ultimatum was only the first half of my speech, and was only recorded specifically for the paper to relay to everyone else. Central 46 made the laws we have to enforce. They determined our budget. Which if some of you haven't noticed has been dwindled by almost 75 percent when our economy is still going very strong...And that money went straight into their pockets." To prove his point, Aki took out another folder and tossed it to whoever. "Straight from the Great Library itself, you can confirm it yourself if you wish later, as to make sure I didn't mess with the files. But those are just two examples of how they are not consultants to us and that they do play a big part in our military." The file would show exactly what he said.
"I did cause a huge ruckus with them with my ultimatum, but to say it again, it was only the first half of my speech. The second half was my case and was not recorded for the papers. I argued. I reasoned logically. I answered questions. Both theirs and their guards. I brought up examples from the past. I even, somehow, arranged for the big man to make a very discreet guest appearance before them. You can find exactly what I said in the Great Library itself as it will take far too long to say it as well as their questions here. Same goes with the Soul King himself, which was why I didn't have the second part recorded to hand off to the paper. The first half was simply a sign of things to come. Central 46 now has found their purpose again. I doubt they will ever be disbanded...they just needed to be reminded of their duty and their purpose, and what better way to grab their attention than with a statement like that? I've seen it in their eyes, a new will, a new resolve. Gone is their lust for power. Gone is their greed. Gone is their rigid thinking. It is a New Age, both for the material world and for us. A united Soul Society is a strong one. They will now adapt, as will we. Traditions will be destroyed and new ones will rise to take their place. Our foundations will gain new strength. We, the Gotei 13 and Central 46, will rise above new heights as long as both of us don't ever lose sight of our duty and purpose. We will protect all that is dear to us. We will maintain the balance. The alliances, whether they stick or not after we've regained our strength, will help us achieve that new height by allowing us to focus on ourselves. We are already at war and we cannot afford to be split. Central 46 is now with us. The only way a civil war will erupt is if one of you decide to stand against Us. If you do...know that it will not last long as both me and Central 46 have already worked on several plans to stop it quickly and with minimum casualties. I don't want to lose a captain or a vice captain because of a petty disagreed that has already been worked out between me and the other section of government. Please, lend me your strength and your support so that we can once again have Soul Society stand on its own two feet..."
Aki trailed off and waited for a response. Throughout his entire speech, the air seemed to have shifted. Not to one of hostile intent or anything like that, but just something that would draw men to Aki's side. A leader. Charisma. If there was nothing but silence or if suddenly everyone was in his support they would continue with the vote for an alliance with the Coalition. If everyone was not in his favor, then the issue was clearly not solved yet. | |

| Temida listened to his barrage of comments to settle them down. He was still a bit peeved that no one answered his question about what they would exactly offer to the Kishimasuki and Coalition, but at this point its better just to bite his own tongue. If he was to be chosen for representing them, he would come up with an idea and represent it to Aki.”I can not vote until I meet them” he repeated as he sat back, not that perky as when he entered. However the whole talk on conspiracy of the past peaked his interest as the folder was tossed and Temida grabbed it first opening it up and blazing through the pages. He didn't have access to the best of the past like he wanted, he been meaning to bring that up at another time. He set the pages down when he finished and continued to the speech, it was interesting what he brought up about being balance and a new Organization, he was never much of a fan previously, allowing a shinigami to cause destruction many times in the past, if it happened again, he would be very disappointed and would take it upon himself to look up how to increase their defenses. He never wanted another child to suffer the same fate as his family has. “I'm afraid I must respond the same way as before, I can not make judgment on those I have not met in person, I am leaning towards yes due to the fact they are human and we share a more common goal, however I still would need to see how they work before I vote” he already looked around and noticed if things were not voted unanimously, him voting would cause an even number leaving no one to tie breaker, if his vote didn't matter the meeting, it wouldn't cause a tie. | |

| Hironori yawned, likely to the disdain of Aki. "All this talk coming from the prankster," Hironori says, making light of Aki's claim of weakness in the Central 46. "Might I remind you that they are the governing body? They are like Parliament here. If such is the case, I refuse to let you talk down regarding them. Then again, you are biased, Captain-Commander, because of your past dealings with them." Hironori steps forward, slightly blocking Aki from the view of the others: an insulting and mutinous move at best. "I say the Central 46 is not our enemy, regardless of the money that funnels down to us. If it is required, then we need a proper representative to reflect the needs and desires of our illustrious organization, at least a lobbyist and at best a true member of the Central 46. After all, it is an appointed, not elected, group of politicians that know nothing of our plight. Having someone battle-hardened from our own ranks should be the aim, but as we are already spread as thin as a sewing thread, it would have to be a retiree. It has to be a former Shinigami power with the intelligence and the experience to know what we want, know what we need and know how to act when our needs cannot be met, thereby organizing and proposing proper compromise where required." Hironori had the experience, but he liked the prospect of fighting Hollows, Arrancar and Sinners more than fighting with politicians who do not like the idea of the Gotei 13 arming more and more.
Garuda was still sitting on his chair, patting out the flames that Aki's power suddenly ignited as the table crumbled into splintered wood. "My vote is yes regarding the Vizards, sir," he says, not saying anything else. The power gap between him and the Captain-Commander was awe-inspiring and frightening all at once; there was no point in speaking up. "I do not have an opinion on the humans, as I do not particularly care about Earth. I am more worried about what goes on around here, in places such as the Rukongai. When I must, I will be dispatched, in whatever capacity I am expected, but beyond that, I am a cog in the machine." Hironori turns after staring at Garuda for a couple of seconds. "You scared him," Hironori says, looking over his shoulder at Aki.
Hironori backs up and returns to his place. "As for the humans," he says, "they have become a cohesive unit. Their attention to technology rivals our very own R&D, I'd like to say; I have a few spies in Gigais watching their progress. However, they is not very much purity of spirit in terms of their techniques. Their spiritual pressure is amplified by the modifications in their equipment. Their strength, however, I will not dispute. They are a strong coalition of fighters, forgive the pun, and I feel we should form ties to them, at least through friendly communication, but not outright familiarization. Not since Kurosaki Ichigo's time have we willingly allowed humans to harness their potential. They are their own warriors, so we will talk to them and befriend them, but that's about it, in my eyes." | |

Kurisuten Mu-a used shunpo to arrive at the Meeting Hall as fast as she could, seeing that she had just returned from the human world. The meeting with her brother still very fresh in her mind as she reached the large doors. She paused for a moment feeling the Captain-Commander's reiatsu burst with anger as he screamed at those inside. Were all of the Captains in the Seireitei idiots? Captain-Commander didn't get angry very often. The moment his reiatsu went down, she placed her hands on the doors and pushed them in. She paused at the doorway, her breath still heavy from her haste. When she was ready she moved around the room to where her seat was and bowed to the Captain-Commander.
"I am sorry for my lack of presence, Sir, I had business in the World of the Living and I just got back. However, I was informed of what this meeting was about on my way here. I also felt your burst of reiatsu and heard you yelling... Not getting along with each other again, hm?"
The woman stood straight and glanced along the room, taking in the other Captain's faces. Her half closed eyes made her seem bored, all the time. She crossed her arms and judged each and every one of them closely, before she sat down. She leaned back into her seat and crossed her legs on the table, not caring about it's current condition. She tossed her violet bangs to the side and decided to speak once more, before someone could get angry at her.
"As I said before, I just came from the World of the Living and met a Vizard. Judging from the way he acted and how friendly he was, I could presume that most of them are exactly like us... Simply outcasted because of their current condition. So I vote yes for the Vizards. As for the Humans, I would rather gain more information before I gave any kind of answer to that question. Is that acceptable, Captain-Commander?" | |

| blake stood up stumbled a litttle to one said , as he spoke his words became a little slerd. "weel i thnk .. um i vottte no on thes allences wwwith either *hinkup* eother group but i am willing to work wiht boht gropups *hinkup*, and that is all reallly hav to says on the materes i going to sit down i drink to everyone s happ*hickup*iness." | Summary: Hironori resisted arrest and tried to kill Aki for no reason. Takego killed him. And then Aki torched the dead captain, leaving nothing. He also dismissed Blaine because he was drunk and thus his votes didn't count. Votes were tallied. Eight were for the alliance with the Vizards, with one against, and one not sure. An alliance with the Vizards will be persued. Six were for the alliance with the Coalition, with one against and two not sure/don't care. An alliance with them will also be persued. Kuri was also reprimended, as this meeting has been scheduled a week in advance was told to show up much sooner. Squad crosstraining has been approved, as well as coordination drills in the case of an invasion. Also, procedures in the case of an invasion has been sent to each Squad. Which is the following: Squad 13 covering Squad 5 as they erect the strongest barrier possible around Central 46. Squad 7 guarding Squad 4. Everyone else to the War room that is being built. Squad 13 and 5 Captains will show up there when finished. A device that Aki will have made will be in equips. board soon (hopefully) that will help with coordinating a defensive action or assualt action. The sewer system mapped out as well will be ordered.
