As far as Bounto's go. There are supposed to be too few in number to actually have a large organization. Even IF on this forum that turns out to not be the case here is how Bounto's will work on the Hierarchy level it's really quite simple..
You, as a Bounto, are capable of joining the committee which is run by ( Primarily ) by humans. You are CAPABLE of joining any other organization if it matches with your character personality and background AND if the LEADER of that organization allows it. you will be given an unofficial spot that will be created at the bottom of the heirachy. This rank will not hold ANY authority however. You will simply be on their side.
You, as a Bounto, cannot join Soul Society. This rule supercedes and completely nullfifies the previous rule. Why? Because the Soul Society wants all bounto's dead remember!? Simple.
